Constitution II: The Colonial Constitution

As discussed in the previous lesson, the different colonial constitutions, in this lesson we will be explaining these constitutions in detail.

  1. Colonial-era constitution of 1914:

    This was the first constitution enacted during the colonial era when the country was administered as a crown colony and Frederick Lugard did amalgamation of northern and southern protectorates.

  2. 1922 Clifford’s constitution:

    This replaced the colonial era constitution of 1914, which established a 46-member legislative council law-making organ of government.

  3. 1946 Richard’s constitution:

    Arthur Richard constitution replaced Clifford’s constitution and for the first time, Nigeria was divided into 3 regions (Northern, Western and Eastern regions).

  4. Macpherson’s constitution of 1951:

    This constitution was made after widely consulting the people of Nigeria and a federal system of government was agreed upon. Africans were elected into seats in the legislative arm.

  5. Lyttleton’s constitution of 1954:

    Due to conflicts and violent eruptions in some parts of the country which gave rise to some meetings brought about 1954 Lyttleton’s constitution. This constitution brought unicameral legislature and Lagos was made the FCT. This constitution gave birth to the 1960 independence constitution.

Different between the colonial constitutions

1914 constitution

The legislative council created were restricted to making laws for Lagos alone

1922 constitution

The legislative council created were restricted to making laws for Lagos alone.

1946 constitution

It only divided the country into three regions but the whites dominated the legislative council.

1951 constitution

For the first time, Africans were elected into the legislative council.

1954 constitution

A unicameral legislative was in operation at the federal level.

Independence 1960 constitution

A bicameral legislative system was brought into operations (senate) and (house of representative) at the federal level.
