Electoral bodies are those who .conduct and supervise the election process. An electoral body or commission is the body legally responsible for managing and implementing election procedures. Election commissions can be independent, judicial, governmental or mixed.

Types of the electoral model

  1. Independent Model: This election commission is independent of the executive arm of government and manages its budget. Examples of countries with an independent election commission are Canada, India, Nigeria, Pakistan and Poland.
  2. Judicial Model: This election commission is closely supervised by and ultimately responsible to a special electoral court. Countries with this model are Argentina, Brazil and Mexico.
  3. Governmental or Executive Model: This electoral commission is directed by a cabinet minister as part of the executive branch of government. Countries with this model include Denmark, Singapore, Sweden, Switzerland and the United States.
  4. Mixed Model: The electoral commission determines the policy, but the executive does the implementation. Countries with this model include Cameroon, France, Germany, Japan, Senegal and Spain.

The first electoral body in Nigeria was the Electoral Commission of Nigeria (ECN) which was established before independence to conduct 1959 elections. The Federal Electoral Commission (FEC) was later established in 1960 to conduct the federal and regional elections of 1964 and 1965 respectively. In 1978, a new Federal

Electoral Commission (FEDECO) was constituted, did the commission that conducted the 1979 and 1983 elections.

In 1998, the Independent National Commission (INEC) was established. INEC is responsible for the conduct of elections into federal and state electoral constituencies. For the conduct of local government elections, the conduct of local government elections, the State Independent Electoral Commission (SIEC) is in charge.

Functions of electoral bodies

  1. Conducting voter’s registration.
  2. Supervising of elections.
  3. Printing of ballot papers.
  4. Keeping custody of voter’s registers and other important election documents/equipment.
  5. Declaration of election results.
